POLICY MEETING PARTICIPATIOn

Antarctic Treaty Consultative Meetings 2026

From May 11 to 21, 2026, the 48th Antarctic Treaty Consultative Meeting (ATCM 48) and the 28th Meeting of the Committee for Environmental Protection (CEP 28) took place in Hiroshima, Japan. More than 400 participants attended, including representatives from 29 Consultative and 15 Non-Consultative Parties, alongside Observers and Experts. The 3rd CEP/SC-CAMLR joint workshop on Climate Change and Monitoring was also held prior to the meetings (May 8 and 9), focusing on coordinating efforts to address climate change impacts on Antarctic marine ecosystems, and serving as a key collaboration between the CEP and the Scientific Committee for CCAMLR.

The project PI, Catarina Frazão Santos, attended both meetings and the workshop as part of the Delegation of Portugal. The Delegation of Portugal submitted several official policy documents to be discussed at the meetings and the workshop. Some of said document addressed the topic of climate-smart ocean planning and were based on scientific publications developed under PLAnT — Information Paper IP146, “Towards a climate-smart pathway for ocean management in Antarctica”, submitted with the Delegations of Canada and France; and Workshop Paper XP24, "Climate-smart marine spatial planning in Antarctic Treaty waters".

The PI presented IP 146 herself at the CEP 28 meeting on May 14. In 2024 and 2025, official policy documents on the topic had already been presented by the Delegation of Portugal, namely IP 167 and IP 64.

Also attending the meetings and workshop in Hiroshima were members of PLAnT’s Advisory Board José Xavier (Head of Delegation of Portugal), Cassandra Brooks (SCAR) and Kevin Hughes (Delegation of the United Kingdom).
