 IP64: Towards Climate-smart Marine Spatial Planning in the
​Antarctic Ocean


This Information Paper — IP64 — was submitted by the Delegations of Portugal, Canada, France, and IUCN (International Union for Conservation of Nature) to the 47th Antarctic Treaty Consultative Meeting (ATCM 47) and the 27th Committee for Environmental Protection (CEP 27) Meeting. The meetings took place from 23 June to 3 July 2025 in Milan, Italy, with a total 450 Delegates registered.
 
Information Paper IP64 highlights how ‘climate-smart’ marine spatial planning (MSP) can be a valuable tool for Parties to facilitate the development of policies and decision-making in Antarctic Treaty waters. A list of the benefits of climate-smart MSP in Antarctic Treaty jurisdictional waters is provided, and the differences and potential synergies between MSP and marine protected area planning are clarified.

It is based on published research under PLAnT, namely “Taking climate-smart governance to the high seas” in 
Science and “Marine spatial planning and marine protected area planning are not the same and both are key for sustainability in a changing ocean” in npj Ocean Sustainability.
