IP167: Marine Spatial Planning for a sustainable and climate-resilient Antarctic Ocean

This Information Paper — IP167 — was submitted by the Delegations of Portugal, Canada, France, Italy, and IUCN (International Union for Conservation of Nature) to the 46th Antarctic Treaty Consultative Meeting (ATCM 46) and the 26th Committee for Environmental Protection (CEP 26) Meeting. The meetings took place from 20 to 30 May 2024 in Kochi, India, and included 328 delegates who participated in person and another 76 virtual attendees. 

Information Paper IP167 highlights how marine spatial planning (MSP) can be a valuable tool for Parties to facilitate the development of policies and decision-making in Antarctic Treaty waters — particularly under climate change — by analyzing and allocating the spatial and temporal distribution of human activities (e.g. tourism, fisheries, scientific operations, ocean management) in the Southern Ocean.

It is based on published research(*) led by PLAnT's PI, Catarina Frazão Santos, and was strategically supported by the PLAnT paper
“Taking climate-smart governance to the high seas” that was published in Science a few days before the meetings started. This represented the first time in over 60 years of Antarctic Treaty meetings that the topic of MSP was formally discussed at the meetings.
